Abstract: This research investigates the impact of policy changes on vocational education outcomes in Nigeria, examining legislative, regulatory, and institutional reforms influencing program accessibility, quality, and relevance in vocational education and training (VET). Policy changes play a pivotal role in shaping educational practices, resource allocation, and institutional frameworks essential for enhancing vocational education effectiveness and aligning with evolving societal and economic needs. The study aims to (1) analyze recent policy shifts and reforms affecting vocational education in Nigeria, (2) assess the implications of policy changes on student enrollment, program delivery, and educational outcomes, and (3) propose recommendations for leveraging policy frameworks to improve vocational education accessibility, quality, and responsiveness to national development priorities. A survey research design is justified to gather insights from educational policymakers, administrators, and stakeholders familiar with policy implementation and its impacts on vocational education. A sample size of 300 participants will be selected through purposive sampling to represent policymakers, educational leaders, and advocacy groups in Edo State. Case studies will examine policy initiatives and their outcomes in enhancing vocational program alignment with industry needs and workforce demands. Findings indicated mixed perceptions of policy effectiveness and implementation challenges, identified barriers such as funding instability and policy fragmentation, and highlighted the role of stakeholder engagement and evidence-based policymaking in fostering sustainable vocational education reforms. Recommendations include enhancing policy coherence, increasing funding allocations, and promoting stakeholder collaboration to ensure policy changes effectively support vocational education development and improve student outcomes.
